Starting the Analysis of Risk-Based Planning Risk-based planning is a comprehensive, generalized concept for disaster risk reduction. Here we apply the global approach described in the Introduction first to understand the different applications, and then we will use a more local approach to add in the requirements, as well as the needs for research, infrastructure, technology, and capacity building. In the sketch shown at the left, the application risk-based planning has been broken down into the three sub-application risk mapping and assessment (knowing the risks), risk reduction (taking action to reduce the risk), disaster reduction (being prepared and taking action when a hazard occurs and disaster strikes). We continue our global, top-down approach to extent the diagram to the next level. |
