Starting Point for the Analysis of Early Warning

In this example, we use a more local approach, we explain the steps involved in the analysis of the user needs and requirements associated with Early Warning. With this example we illustrate that a local approach can be used to populate the URR for an area centered around a single application.

In terms of early warning, we need to have three main applications in place: (1) we need to be able to detect hazards in a timely manner; (2) for some hazards, we need to be able to predict the development of the hazard in space and over time; (3) we need to be able to disseminate the alerts and warning messages to those who need to take action (both systems and human beings).
